 Baoji: A Sub-Central City in Guanzhong-Tianshui Economic Zone

A. Basic Information and Development Orientation

       Located in the west of the “400-kilometer Qin Plain”, Baoji holds the transportation crossroads leading to northwest and southwest China. It is the hometown of Emperor Yandi, ancestor of the Chinese nation, and the cradle of the culture of the Zhou and Qin dynasties. At present, Baoji is an industrial strategic city in West China as well as an important equipment manufacturing base and new material R&D production base with titanium as one of its features.

      Covering an area of 18,200 km2, Baoji has a permanent population of 3.7367 million by the end of 2013. GDP of the whole year reached RMB 154.591 billion, fiscal revenue was RMB 17.165 billion, and social fixed assets investment totaled RMB 166.978 billion, up by 13%, 7.8% and 27.3% respectively.

      Taking the construction of the sub-central city in Guanzhong-Tianshui Economic Zone as the goal, Baoji aims to develop itself into an important transportation hub and trade logistics center in northwest China, the national new material base represented by titanium, the high-end equipment manufacturing base, the cultural industrial base to showcase the Chinese Civilization, the first-rate tourism destination of the country, the demonstration city for innovating social management, the important growth pole for the province, or even for northwest China, as well as a megacity neighboring Gansu Province and Ningxia Hui Autonomous Region.

B. Investment Attraction and Specific Investment Environment

      In 2013, Baoji implemented 871 investment attraction projects, with a paid-in sum of RMB 64.833 billion, which is in the front rank of the province. With a total investment of RMB 17 billion, it is accelerating the construction of the 1.5 million-ton methanol project in Fengxiang Changqing Industrial Park.

      With its prominent regional advantages, Baoji is the transportation hub connecting southwest, northwest and central part of China. With its complete infrastructure facilities, the city provides adequate water, electricity and gas supplies. And with its prominent science and technology advantages, it is the first batch national technological innovation demonstration city, the pilot city for the informationization of the manufacturing industry, and the pilot city for urban informationization key technology integration and application. The economic aggregate of Baoji National High-Tech Zone is in the front rank of northwest China, about half of the provincial Spark Science and Technology Parks are distributed along the Longhai Railway. With its investor and business complaint center, Baoji established such systems as the liability system for administrative enforcement, the first-contact duty system, service commitment system, the system for open and transparent administration, time-limit for specific duties as well as the accountability system for mistakes at work. With these measures, it appeals much more forcefully to the investors.
