Tongchuan: Transformation for Leap-Frog Development   

A. Basic Information and Development Orientation

    Located in the north of Guanzhong Plain, Tongchuan is abundant in historical deposits. It is the hometown of Sun Simiao, the king of Chinese medicine; and it is famous for Yaozhou, the porcelain capital, as well as for Yuhua Palace Summer Resort. After the founding of New China, it became the energy capital because of coal production. At present it is an important base in northwest China for energy resources and construction materials.

    Covering an area of 3,882 square kilometers,Tongchuan has a permanent population of 842,800 by the end of 2013. GDP of the whole year reached RMB 32.198 billion, fiscal revenue was RMB 4.082 billion, and social fixed assets investment totaled RMB 26.002 billion, up by 13.8%, 1% and 28% respectively.

    Taking as its mainline to accelerate development, speed up transformation, enrich the people and strengthen the city, and taking as its strategic path to rely on industries for a powerful city, on culture for a prosperous city and on ecological living for a healthy city, Tongchuan makes plans for 6 industrial bases, including energy resources, fruit industry, modern construction material, equipment manufacturing, food processing as well as recreation and health preservation. We will push forward the transformed development from a resource-based city to one nationally famous for recreation and health preservation which is supported by a strong economy, prosperous culture and beautiful ecological environment.

B. Investment Attraction and Specific Investment Environment

     In 2013, there are altogether 164 contracted investment attraction projects with a total sum of RMB 57.217 billion, of which 17 are provincial key projects with a total investment of more than RMB 500 million respectively. We are now accelerating the construction of the projects including Yaowangshan Recreation and Health Preservation Tourism and Holiday Resort, Datang Health Preservation Park and Dongjiahe Coal, Electricity and Aluminum Circular Economic Industrial Park, etc.

    With its regional advantages, Tongchuan has merged into the half-hour economic circle of Xi’an. With a fairly strong capability for project construction, it has one provincial-level economic development zone and planned the construction of 8 industrial parks. With its resource advantages, it becomes important energy, construction material and fruit industrial bases in Northwest China. With its numerous scenic spots and historical sites, Tongchuan is famous for Yuhua Palace, a recreation summer resort; Daxiangshan, a Buddhist resort, Yaozhou porcelain, as well as Zhaojin Revolutionary Base, etc. For investment attraction, Tongchuan holds Head of the Government Liable Mechanism and persists in inviting banks and other financial institutions to participate in the activity.
