Yan’an: New Legend in Revolutionary Holy Land

A. Basic Information and Development Orientation

     Located on the Loess Plateau in Northern Shaanxi, Yan’an is not only the holy land of Human Ancestor worshiped by Chinese both home and abroad, it is also a world famous holy land for Chinese revolution, a historical and cultural famous city in China as well as an excellent tourism city. Covering an area of 37,000 km2, Yan’an has a permanent resident population of 2.19 million by the end of 2013. The GDP, fiscal revenue and social investment in fixed assets of Yan’an in 2013 were RMB 135.41 billion, 46.97 billion and 132.1 billion, up by 6.5%, 5.7% and 28% respectively.

    Taking the balancing urban and rural development as the mainline, Yan’an is making great efforts to construct the revolutionary holy land, and to build it into an ecological city and a happy city.

B. Investment Attraction and Specific Investment Environment

    In 2013，Yan’an signed 248 investment contracts with a total investment of RMB 138.174 billion, and paid-in capital from other provinces reached RMB 24.553 billion. A number of key projects are under construction, including the 180-ton Methanol and Deep Processing Project in Fuxian County, the Olefin Comprehensive Utilization Project in Luochuan, Yanchang Energy Chemical Industrial Park and the development of Nanniwan Tourist Scenic Spot,etc. In addition, such projects as the fine chemical industry by comprehensive utilization of coal, salt and gas in Zichang County are orderly settled down.

    Yan’an enjoys evident advantages in regional transportation. Baomao Expressway runs across from the north to the south, and Qinglan Expressway runs horizontally across. Airlines and passenger trains were successively in operation, connecting the city with Xi’an, Beijing, Shanghai, Chongqing and Guangzhou. It obtained approval for the construction of a land port, the Customs and the Inspection and  Quarantine Bureau will be in formal operation. Yan’an is making great efforts to provide first-rate services to investors by the construction of investment attraction green channel and the one-stop service system, by the implementation of first-contact responsibility, as well as the service commitment to finish all procedures in a fixed period of time.
